Erm, yes one can. ittedly, I will usually enjoy a map more if it's set to, say, English rock/altpop rather than, say, Vocaloid, but that doesn't stop certain Vocaloid maps from being fucking awesome, and some English rock maps being terrible, naming no names. That's nothing new; the favorites, plays, and even ratings follow this trend. At least from what I've seen. People aren't going to every single map and see how good of a map it is; they're going to songs they like, then see if the maps are good.
