Yes I have confirmed that all of the things you brought up are checked.

It is a super weird bug becuase I copied my friend's (who does not have the bug) settings, skin and played the same beatmap and I had the taiko sounds while he does not.

I'm confused, I don't see a bug here? Everything seems normal, even in the video these are not taiko hitsounds..

I'd say:
  1. Check again if you're both using the same skin, try ing from the same source again to make sure.
  2. Maybe someone has their effect volume higher adjusted than the other and so gives the feeling of different sounds?
Feel free to also show gameplay from your friend to see better comparison.

I found the issue and there is no wonder why you are confused. So me and my friend had the same skin but my skin failed to overwrite the defualt sound effects leading me to belive that it was the taiko sounds becuase they sound drumy-isch.

I'm gonna tro to see if I can get my skin to overwrite the defualt sound effects if you know how to do this pls let me know.

Nope, you are not using default hitsounds. You are actually using the skin's samples. x)

Your friend likely has this setting disabled:

so your friend must be the one using default samples right now.
If you want to change from skin samples to default samples, you'll need to disable this aswell.
