From an animation standpoint, it's not classified as one, especially with the art style and the lip sync. Technically speaking, the lip sync is not a thing necessarily in anime, but in Occidencal (Western) animation, you sync the lips, as that's how you're taught. Japan has it different than the West does, so I think I'd say not to this one.
