So I have a very specific problem.

So i am making a mapset with each map being its own difficulty with diffrent music, bg, mapping, name and more.
how can i choose which name and backround displays on the front page of the map page because right now it's stuck on one of the random maps off the mapset.

Changing the background on the website isn't implemented — it only works in the client. Did you see that somewhere (link)?

Title&Artist on such maps usually is the name of the difficulty, for example: beatmapsets/478917#osu/1282951

You can't. The submission process chooses one arbitrary difficulty to take the cover images from, which you essentially have no control over.

While I do know that map sets with multiple backgrounds, audio files, and per-beatmap metadata do exist they are not really officially ed and may break arbitrarily. They also are unrankable as per relevant criteria.
