Rooftop Run is from a game called Sonic Generations. Now as most of you know Sonic uses songs that are meant to be a tad bit repetitive so they can repeat sections and have it still work. This does not work when in a mapping competition for a song. Repetitiveness is something that isn't liked by every mapper. So it would be a very biased vote. In the editor the song was timed as "144.993" BPM. How lazy can you get. This song is created by a computer. It's 145 bpm but it seems like whoever retrieved this song was too lazy to get a correct encoded version.
Artists don't just put decimal bpm. Especially 3 places out.
Disregarding the song itself (I haven't actually checked it), you're wrong about this at least. It isn't that uncommon for electronic music to use BPMs like 120.5, not to mention that any DAW worth its salt will have access to fine tempo adjustment to at least three decimal places to be used at the artist's discretion. Also, anecdotes from randoms in #modhelp effectively saying "wow that's odd" doesn't prove that the timing is incorrect. Moreso, if you actually knew what you were talking about, you would probably realize that it would also be incredibly unlikely for the tempo to be altered in this manner by an encoding error as you suggested.
